Increasing current → increasing out-of-page flux at the loop → induced current is clockwise (Lenz's law).

The straight wire AB carries current from A to B (to the right). Using the right-hand rule for a straight wire, the magnetic field produced above the wire points out of the plane of the page.

The loop lies just above the wire, so the flux through it is directed out of the page and is increasing (because the current is increasing).
