EM waves are self-sustaining oscillations of E⃗\vec E and B⃗\vec B that are mutually perpendicular and both perpendicular to the direction of propagation, travelling at cc in vacuum.

Definition. An electromagnetic wave is produced by an accelerating charge. A changing electric field creates a changing magnetic field and vice versa, so the two fields regenerate each other and travel together through space. They need no material medium and move at c=1μ0ε0=3×108c=\dfrac{1}{\sqrt{\mu_0\varepsilon_0}}=3\times10^{8} m/s in vacuum.

Structure — the propagation diagram. Take the wave travelling along the xx-axis. Then:
