The production manager cannot blame the foreman because authority must match responsibility — without the power to requisition tools and materials, the foreman lacks the means to achieve the target.

This question goes straight to the heart of a fundamental principle of management: Authority and Responsibility. In any organisation, when a person is given a task (responsibility), they must also be given the corresponding power (authority) to carry it out. The NCERT textbook in Business Studies makes this very clear — authority and responsibility should go hand in hand. If they are separated, the system breaks down.

Think about the foreman’s situation. He has been told to produce 200 units per day. That is his responsibility — the obligation to complete the assigned work. But to produce those units, he needs tools and raw materials. Without the authority to go to the stores department and requisition them, he is effectively paralysed. This is not about the foreman being lazy or inefficient. It is about a structural flaw in the delegation of work. The manager has delegated only the responsibility, not the authority to fulfil it.

The principle at stake is often stated as: "Authority should be commensurate with responsibility." If you give someone a target, you must give them the power to make decisions and access resources to meet that target. Here, the foreman has the "what" (produce 200 units) but not the "how" (get tools and materials). The stores department will not release items without proper authorisation — and the foreman has none. …
