1. Setting objectives: The process starts by clearly defining what the organisation wants to achieve — the end result expected from the plan.
2. Developing premises: Planning premises are the assumptions about the future environment (economic conditions, government policy, competition) on which the plan will be based; all managers involved must agree on common premises.
3. Identifying alternative courses of action: For any given objective, there are usually several possible paths to reach it; this step involves searching out and listing these different alternatives.
4. Evaluating alternative courses: Each alternative is weighed against its pros and cons — cost, resources required, risk involved, and expected results — to judge how well it would achieve the objective.
5. Selecting an alternative: The best alternative is chosen, which becomes the actual plan; sometimes a combination of alternatives, rather than just one, may be selected.
