Scarcity of resources relative to unlimited wants is the root cause of the problem of choice.

Every society faces unlimited wants but only a limited stock of resources (land, labour, capital, entrepreneurship) at any point in time. Since the same resource — say, land — can be used to grow wheat or build a factory, using it for one purpose means giving up the other. This is captured by the Production Possibility Curve (PPC): any point on the curve already uses all resources fully, so producing more of one good is possible only by producing less of another.
