Exchange rate = price of one currency in terms of another; under a fixed system, the central bank officially pegs and defends this rate.

The exchange rate tells us how many units of the domestic currency are needed to buy one unit of a foreign currency (or vice versa) — it links the price systems of two countries, allowing comparison of goods and incomes across borders.

Under a Fixed Exchange Rate system, the government (through its central bank) announces and commits to maintaining the exchange rate at a specific level, rather than letting it float with market demand and supply. If market forces push the domestic currency to depreciate (excess demand for foreign currency), the central bank sells foreign exchange from its reserves to restore the fixed rate; if there is pressure to appreciate, it buys foreign currency.
