Fixed rate = government-pegged and defended; Flexible rate = market-determined by demand and supply.

Under a Fixed Exchange Rate system, the government/central bank announces and commits to an official exchange rate, and defends it by buying foreign currency (when there is pressure for the domestic currency to appreciate) or selling foreign currency from its reserves (when there is pressure for it to depreciate). This gives certainty to traders and investors but requires substantial reserves and may need periodic devaluation/revaluation if unsustainable.
