Budget set = all affordable bundles; budget line = bundles using the full income; it slopes down because more of one good means less of the other.

If a consumer has income M and faces prices Px and Py for two goods X and Y, the Budget Set is {(x, y) : Px·x + Py·y ≤ M, x≥0, y≥0} — every combination the consumer can afford, spending up to (and including) the full income. The Budget Line is the outer edge of this set, where the consumer spends the ENTIRE income: Px·x + Py·y = M. Solving for y: y = (M/Py) − (Px/Py)·x — this is a straight line with Y-intercept M/Py (all income spent on Y) and slope −Px/Py.
