The legal effect is significant — the instrument becomes payable to BEARER, and can thereafter be negotiated by mere delivery, exactly like a bearer instrument, until someone converts it into a full endorsement.
Full (special) endorsement: the endorser signs AND adds a direction naming the specific person (or their order) to whom the instrument is now payable. Only that named endorsee (or a person the endorsee further endorses it to) can negotiate it onward — mere delivery by a stranger who happens to possess it does not transfer good title.
