The economic and social benefits of building human capital and promoting human development are well established. In keeping with this, the union and state governments in India have been earmarking substantial financial outlays for the development of the education and health sectors.
Two priorities stand out for the future. First, the reach of education and health services should be spread across all sections of society, so that the country can attain economic growth and equity together, rather than letting the gains stay with a few. Second, India already possesses one of the richest stocks of scientific and technical manpower in the world; the need of the hour is to improve this manpower qualitatively and to create the conditions within the country so that these skilled people are actually put to use in India rather than lost to other countries. …
