Q.Explain the meaning of economic growth and economic development, and distinguish between them.
Meaning of Economic Growth: Economic growth refers to a sustained increase in an economy's real output of goods and services over time, generally measured as the percentage rate of increase in GDP, GNP, or real per capita income. It is a strictly quantitative measure — how much bigger the economy has become — and does not, by itself, say anything about how that extra output is distributed or whether ordinary people's lives have improved.
Meaning of Economic Development: Economic development is a wider concept that includes growth but goes beyond it to cover structural, institutional, and welfare change. It combines a rise in income with improvements in health, education, employment, nutrition, and a reduction in poverty and inequality, along with structural shifts such as the movement of the workforce from agriculture toward industry and services.
Points of Difference:
| Basis | Economic Growth | Economic Development |
|---|---|---|
| Nature | Purely quantitative | Quantitative and qualitative |
| Measurement | GDP/GNP growth rate, per capita income | Composite indices such as HDI |
| Scope | Narrower — output only | Wider — income, health, education, employment, environment |
| Distribution | Not necessarily addressed | A central concern |
| Structural change | May or may not occur | Necessarily involves structural transformation |
Growth is thus a necessary but not sufficient condition for development — an economy must first produce more before it can raise living standards more broadly, but simply producing more does not guarantee that those broader gains will follow.
Growth = quantitative rise in output; Development = growth + qualitative improvement in living standards, health, education, and distribution — differing in nature, measurement, scope, and treatment of distribution.
