Evolution of Five Year Plans in India
India's planning was carried out through a series of Five Year Plans, each covering a five-year period with its own priorities, prepared and monitored by the Planning Commission until 2014-15. The plans, taken together, show a gradual shift in emphasis rather than a sudden change in direction.
The First Five Year Plan (1951-56) focused on agriculture, irrigation, and rehabilitation of the economy after Partition, since food shortages and refugee resettlement were the most urgent problems. The Second Five Year Plan (1956-61), based on the Mahalanobis strategy, shifted the emphasis decisively toward rapid industrialisation, particularly the development of basic and heavy industries (steel, machine-building, power) under public-sector leadership — a strategy that shaped India's industrial structure for decades. The Third Plan (1961-66) aimed to make the economy self-reliant, but was disrupted by the Indo-China and Indo-Pakistan conflicts and successive droughts, leading to a period of Annual Plans (the "Plan Holiday", 1966-69) while the economy stabilised.
The Fourth (1969-74) and Fifth (1974-79) Plans introduced explicit poverty-alleviation goals — the Fifth Plan's slogan of "Garibi Hatao" (Remove Poverty) reflected growing concern that growth alone was not reducing mass poverty. After a brief Rolling Plan period, the Sixth (1980-85) and Seventh (1985-90) Plans continued the poverty-and-employment focus while cautiously opening space for private investment and technological upgrading. Following two Annual Plans (1990-92) during a period of political and economic instability, the Eighth Plan (1992-97) was the first to be framed after the 1991 reforms and explicitly embraced liberalisation, human development, and a reduced direct role for the state in production. …
