Step 1 — Electronic configuration.

Every Group 18 element has a completely filled outer shell: ns2np6ns^2np^6 (He: 1s21s^2). A fully filled shell is the most stable electronic arrangement possible.

Step 2 — Consequences for reactivity.

This stability manifests as (a) very high ionisation enthalpy — hard to remove an electron, and (b) essentially zero (or slightly positive) electron gain enthalpy — no tendency to accept an electron either. With neither ionisation nor electron addition favourable, these elements have very little drive to form chemical bonds.
