Step 1 — Structure of H3PO2H_3PO_2.

Hypophosphorous acid has the structure:

H−PO∣−OH,with a second P–H bond\text{H} - \underset{\displaystyle |}{\overset{\displaystyle O}{P}} - OH, \quad \text{with a second P–H bond}

i.e. it contains one P–OH (acidic, ionizable), two P–H bonds (non-ionizable, covalent), and one P=O bond. It is therefore monobasic despite the formula suggesting 3 acidic hydrogens.

Step 2 — Oxidation state of P.

Phosphorus here is in the +1 oxidation state — a low state, far from phosphorus's stable +5 state (as in H3PO4H_3PO_4).
