Evolution and natural selection are indeed processes in their own right, not merely end results — they describe ongoing mechanisms of change and differential survival that operate continuously across generations.

The statement reflects a common misunderstanding about the nature of biological processes. To see why it is incorrect, we need to distinguish between what constitutes a process and what constitutes an outcome.

A process is a series of actions, changes, or functions that bring about a result over time. Evolution is precisely this: the gradual change in the heritable characteristics of populations across successive generations. It is not a single event or a static endpoint but an ongoing phenomenon driven by several mechanisms. Natural selection, similarly, is the process by which organisms better adapted to their environment tend to survive and produce more offspring. It operates continuously as environmental pressures act on variation within populations.

The confusion likely arises because evolution and natural selection do depend on other underlying processes. For evolution to occur, several conditions must be met:

  • Variation must exist within a population (individuals differ in traits)
  • Heredity must operate (traits are passed from parents to offspring)
  • Differential survival and reproduction must occur (some variants survive and reproduce more successfully than others)

These are indeed prerequisite processes. Mutation creates new genetic variation, genetic recombination shuffles existing variation, and reproduction transmits genes to the next generation. Without these, natural selection would have no raw material to work with.
