Black surfaces are the best absorbers/emitters of radiant heat, and copper is an excellent conductor of heat — both help the utensil heat food faster.

Why utensils are coated black:

A perfectly black surface behaves like an ideal black body — it is the best absorber of heat radiation (and also the best emitter). A blackened bottom absorbs the maximum amount of radiant heat from the flame, so the food inside heats up rapidly. (A shiny/white surface would reflect much of the radiation and heat slowly.)
