White surfaces are poor absorbers and good reflectors of radiation, so a white roof absorbs far less solar heat than a dark one, keeping the building cooler.

Dark/black surfaces are good absorbers of thermal (and visible) radiation — they absorb most of the incident sunlight and convert it to heat, warming the surface and the building beneath. White (and light-coloured, smooth) surfaces, in contrast, reflect back most of the incident radiation and absorb very little (a good reflector is necessarily a poor absorber, by Kirchhoff's law of radiation).
