When a monochromatic beam of light passes through a transparent substance (liquid, gas or solid), most of the light is scattered without any change in frequency (Rayleigh scattering). C.V. Raman observed that a very small fraction of the scattered light comes out with a slightly different (shifted) frequency. This shift occurs because the light photons exchange energy with the vibrational and rotational energy levels of the molecules.
