District Forums
The District Forum is a consumer court set up in each district to provide quick and inexpensive redressal to aggrieved consumers. It is the first and lowest level of the three-tier consumer dispute redressal machinery (District → State → National).
Terminology note: The 2019 question refers to the term used under the Consumer Protection Act, 1986. Under the current Consumer Protection Act, 2019 (which the syllabus now follows), this body has been renamed the District Consumer Disputes Redressal Commission, but its function is the same.
Key points:
- Composition – It consists of a President (who is or has been qualified to be a District Judge) and other members, as prescribed.
- Jurisdiction – A consumer may file a complaint before the District Forum/Commission where the value of the goods or services and the compensation claimed is within the prescribed lower monetary limit (the limit has been revised from time to time under the respective Acts).
- Procedure – On receiving a complaint, it refers samples for testing if required, hears both parties, and passes an order.
