After independence, private capital in India was limited in size and generally preferred quicker, lower-risk returns, so the public sector was assigned the task of financing and operating capital-intensive, long-gestation industries such as steel, heavy machinery, power generation, and core transport infrastructure, which formed the base on which the rest of industry could grow. The public sector was also expected to promote balanced regional development by locating plants in economically backward areas that private investors would otherwise avoid, to prevent excessive concentration of economic power in a small number of private business houses, and to provide strategically and socially important goods and services — defence production, railways, banking, and insurance — that could not prudently be left entirely to private commercial judgement.
