Inductive effect: permanent shift of sigma-bond electrons along a chain due to electronegativity differences.

The inductive effect is the permanent displacement of the shared electron pair of a sigma (single) bond towards the more electronegative atom or group. This creates a partial positive and partial negative charge, and the effect is transmitted along the carbon chain, decreasing rapidly with distance (usually negligible beyond three carbons).
