Electromeric = temporary, complete shift of pi electrons under a reagent; inductive = permanent partial shift of sigma electrons. Homolytic fission gives free radicals (one electron each); heterolytic fission gives ions (one atom takes both electrons).

(i)(a) Electromeric effect: when a reagent attacks a multiple bond, the shared pi-electron pair is completely transferred to one of the two doubly bonded atoms, creating opposite charges. It is temporary (present only while the reagent acts) and instantaneous, and reverses once the reagent is removed.

(b) Inductive effect: when an electronegative atom or group is attached to a carbon chain, the sigma-bond electrons are permanently displaced toward it. This polarisation is relayed through the chain but its strength falls off quickly with distance. It is a permanent, partial displacement.
