Step 1: Copper with dilute nitric acid.

3Cu+8HNO3(dilute)→3Cu(NO3)2+2NO(g)+4H2O3Cu + 8HNO_3(dilute) \rightarrow 3Cu(NO_3)_2 + 2NO(g) + 4H_2O

Here nitrogen is reduced from +5+5 (in HNO3HNO_3) to +2+2 (in NO), a colourless gas that turns brown in air (2NO+O2→2NO22NO + O_2 \rightarrow 2NO_2).

Step 2: Copper with concentrated nitric acid.

Cu+4HNO3(conc.)→Cu(NO3)2+2NO2(g)+2H2OCu + 4HNO_3(conc.) \rightarrow Cu(NO_3)_2 + 2NO_2(g) + 2H_2O

Here nitrogen is reduced only to +4+4 (in NO2NO_2, reddish-brown gas), since concentrated HNO3HNO_3 is a less selective, more vigorous oxidiser and the reaction proceeds without the deeper reduction seen with the dilute acid.
