Forest area is the land officially recorded as forest in government documents, while forest cover is the actual physical area of land with tree canopy, regardless of legal classification.

The confusion between these two terms is understandable — both sound like they describe the same thing, and in casual conversation people use them interchangeably. But in Indian forestry and geography, they mean very different things, and the distinction matters for how we measure the health of our forests.

Forest area refers to the land that is legally or administratively classified as forest in government records. This is a bureaucratic category. It includes all land that the state has designated as forest land — whether it actually has trees on it or not. Think of it as the official paperwork version of a forest. A patch of land could be recorded as forest area even if it is completely barren, or if it has been cleared for other uses, because the legal classification hasn't changed.

Forest cover, on the other hand, is the physical reality on the ground. It refers to all land — regardless of its legal status — that actually has a tree canopy covering more than a certain percentage of the ground. The standard threshold used in India is a canopy density of more than 10 percent. So a private orchard, a roadside avenue of trees, or a plantation on non-forest land would all count as forest cover, because they have trees. Conversely, a legally designated forest that has been completely deforested would not count as forest cover, because there are no trees.
