Political rights protect equality before law and participation in political life (voting, contesting elections, civil liberties); economic rights protect the basic material conditions (livelihood, health, adequate wage) that make political rights usable in practice; cultural rights protect a community's language and way of life (mother-tongue education, cultural institutions).

Political rights give citizens equality before the law and the ability to take part in the political process: the right to vote, to contest elections, and to form or join political parties. These are supplemented by civil liberties — the right to a free and fair trial, the right to express one's views freely, and the right to protest and voice dissent. Together, political rights and civil liberties form the basis of a democratic system, making government accountable to the people.

Economic rights exist because political rights only have real value once a person's basic needs are met — someone struggling for food, shelter, clothing, and health gets little practical benefit from the formal right to vote unless they also have an adequate wage and reasonable working conditions. This is why democracies increasingly provide housing and medical facilities to low-income citizens, guarantee a minimum wage to the unemployed, or, as in India, run a rural employment guarantee scheme.

Cultural rights recognise a citizen's claim to their own language, community, and way of life — the right to primary education in one's mother tongue, and the right to establish institutions to teach one's own language and culture, are examples. …
