Weber identifies five basic features that together define bureaucracy as a form of rational-legal authority. The first is the functioning of officials: each official has a fixed area of official jurisdiction, governed by rules, laws and administrative regulations, with duties distributed and carried out in a stable, predictable way by people qualified to perform them -- and the office itself continues to exist independently of whoever currently holds it. The second is the hierarchical ordering of positions: offices are arranged in a graded hierarchy, with higher officials supervising lower ones, so that a decision by a lower official can be appealed to someone higher up. The third is reliance on written documents: the organisation's work is conducted and preserved through files and records, kept as part of the public domain and kept separate from any official's private life. The fourth is office management as a specialised activity, requiring trained and skilled personnel to run it, since it is itself a modern, technical task. The fifth is conduct in office: an official's behaviour while carrying out their role is governed by exhaustive, legally binding rules that separate their public conduct from their private life, and because these rules have legal force, officials can genuinely be held accountable for how they use their authority.
