Concept first
Workers belong either to the formal (organised) sector or the informal (unorganised) sector. To place a worker, we look at the enterprise size and the conditions of the job.
Tests for informal-sector work
A worker is in the informal sector if:
- Enterprise size: they work in a unit employing fewer than ten workers, usually unregistered and outside government regulation.
- No job security: the employment is not assured or protected; the worker can be hired and dismissed easily.
- No regular salary: income is often irregular (daily wages or self-employment earnings) rather than a fixed monthly salary.
- No social-security benefits: there is no provident fund, pension, gratuity, paid leave or medical cover.
- No trade unions: such workers are usually not organised to bargain for their rights.
