Part (a): Coalition governments rose after 1989 due to the decline of Congress dominance, the rise of regional parties, the assertion of backward castes and Dalits, and the fragmentation of the national vote.

Part (a)

The 1989 general election produced a hung parliament and began an unbroken era of coalition government at the Centre. Four factors explain the shift.

Decline of Congress dominance. The party that had governed almost continuously for four decades lost its grip. Corruption controversies such as Bofors, anti-incumbency, and the fracturing of the Nehruvian social coalition of upper castes, minorities, Dalits and the poor meant the Congress could no longer command a majority by itself.

Rise of regional parties. Parties rooted in regional identity, language or caste—among them the DMK and AIADMK, the Telugu Desam, the Samajwadi Party and the Trinamool Congress—captured commanding vote shares within their states. They did not seek to govern India alone but became essential allies whose support the national parties needed.

Assertion of backward castes and Dalits. The implementation of the Mandal Commission recommendations in 1990 consolidated OBC voters behind parties led by figures such as Lalu Prasad Yadav and Mulayam Singh Yadav, while Dalit mobilisation grew. This caste-based realignment splintered the old Congress base into several blocs. …
