By the late 1960s the Congress, long a broad coalition of interests, was torn by a power struggle between Prime Minister Indira Gandhi and the party's old guard, the "Syndicate," and two events brought the split into the open in 1969. The first was the presidential election. The Syndicate, led by figures such as S. Nijalingappa, wanted to control the government from behind the scenes and nominated its own candidate, Neelam Sanjiva Reddy, for President of India. Indira Gandhi treated this as a challenge to her authority: she backed a rival, the independent candidate V. V. Giri, and called upon members to follow a "conscience vote" rather than the party whip. Giri's victory was a clear defeat for the Syndicate and showed that Indira Gandhi could mobilise support against the party establishment. The second event was the nationalisation of banks. In July 1969, by presidential ordinance, she brought fourteen major private banks under government control, a bold populist step taken without consulting the senior leaders, many of whom had ties to business. The Syndicate was furious, both at the policy and at the manner of its imposition. The conflict came to a head in November 1969 when the party moved to expel her for "indiscipline"; she refused to accept this and walked out with the majority of Congress MPs, splitting the party into the Congress (R), or Requisitionists, under her leadership, and the Congress (O), or Organisation, under the Syndicate. …
