Part (a): The first three elections gave single-party Congress majorities that were stable, unilateral and coherent; post-1989 coalitions were unstable, regionally driven, compromise-based and ideologically diverse.

Part (a)

In the first three general elections (1952, 1957, 1962), the Indian National Congress won clear majorities on its own. Jawaharlal Nehru led stable, centralised governments in this era of one-party dominance — the "Congress system" — while the opposition remained fragmented. After 1989 no single party could secure a majority, and the era of coalition governments began.

First, on the nature of majority and stability: Congress governed with a comfortable single-party majority and did not depend on allies to survive, giving high stability. Post-1989 coalitions were fragile — the United Front (1996-98) lasted barely two years because of internal disagreements.

Second, on the role of regional parties: in the early decades national parties dominated and regional parties had little clout at the Centre. After 1989 parties such as the DMK, the Telugu Desam Party and the Samajwadi Party became kingmakers, demanding cabinet posts and concessions.

Third, on policy-making: a single-party majority could push its agenda unilaterally, whereas coalitions required consultation and compromise on every major decision, as the NDA under Vajpayee (1998-2004) had to balance many allies. …
