Part (a): Time study sets the standard time, motion study removes wasteful movements, and functional foremanship gives eight specialist foremen. Part (b): Division of work brings specialisation, authority must balance responsibility, and discipline is obedience to rules and agreements.

Part (a)

F. W. Taylor developed several techniques of scientific management to replace rule-of-thumb methods with the "one best way".

  1. Time Study determines the standard time required to complete a well-defined job. Using a stopwatch, the time taken by workers is observed and recorded several times under standard conditions, and an average is fixed after allowing for fatigue and delays. This standard time helps fix a fair day's work, estimate labour cost, decide the number of workers required, and frame incentive schemes.
  2. Motion Study is the study of the movements — of the limbs of a worker and of the machine — undertaken while performing a job. Movements are classified as productive, unproductive and incidental. By eliminating the wasteful and unnecessary motions, work is simplified, fatigue is reduced and the task is completed faster. …
