Part (a): Time study fixes a task's standard time; the differential piece wage system pays a higher rate at/above standard and a lower rate below it; motion study removes wasteful movements to find the one best way.

Part (b): The principles of management are general guidelines, mainly behavioural, and formed by practice and experimentation.

This question carries an internal choice. Alternative (a) concerns three techniques of Scientific Management developed by F.W. Taylor; alternative (b) concerns three features that describe the nature of the principles of management. Both alternatives are explained fully below.

Part (a)

Scientific Management, pioneered by Frederick Winslow Taylor, seeks to improve efficiency and labour productivity by replacing rule-of-thumb methods with scientific study, so as to discover the "one best way" of doing each task. The following techniques put that philosophy into practice on the shop floor.

  1. Time Study

    Time study determines the standard time that should be taken to complete a well-defined task.

    • Process: A trained observer watches a skilled worker perform the task, breaks the job into its smallest elements, and measures the time for each element with a stopwatch over several cycles. Allowances for fatigue, personal needs and unavoidable delays are added to the observed time to arrive at the standard time.
    • Purpose and benefit: It establishes a fair day's work, helps set production targets, estimate labour costs and plan schedules, and provides a scientific basis for designing wage-incentive plans.
  2. Differential Piece Wage System

    This is an incentive wage plan that links pay directly to output using two different piece rates.

    • Mechanism: A higher piece rate is paid to workers who produce output equal to or above the standard fixed through time and motion studies, and a lower piece rate is paid to those who produce below the standard. For instance, if the standard is 100 units, a worker producing 100 or more units earns the higher rate while one producing 90 units earns the lower rate.
    • Purpose and benefit: It motivates workers to reach and exceed the standard, clearly differentiates efficient workers from inefficient ones, and helps reduce labour cost per unit while raising total output.
  3. Motion Study

    Motion study analyses the movements made by a worker's body and limbs while performing a task, in order to eliminate wasteful, unproductive motions and retain only the necessary ones.

    • Process: Frank and Lillian Gilbreth advanced this technique, using devices to film and study workers' movements. Motions were classified (for example, searching, grasping, holding), and unproductive motions were removed. …
