Frost exposes the city dwellers' meanness by showing how their polished traffic hurries past the poor roadside stand without stopping, caring only for its own convenience and never for the people who wait there in hope.

The poem sets up a sharp contrast between the desperate hope of the rural poor and the cold self-interest of the city people who pass by, and it is through their behaviour that Frost makes their selfishness plain.
