India's pre-independence occupational structure was heavily skewed towards agriculture (about 70 to 75 per cent of workers), with only a small share in manufacturing (about 10 per cent) and services (about 15 to 20 per cent). This distribution stayed almost unchanged, and there were striking regional differences.

The concept of occupational structure

The occupational structure refers to the distribution of the working population across the different sectors of the economy — the primary (agriculture), secondary (manufacturing) and tertiary (services) sectors. It tells us where people earned their living.

The salient features

1. Predominance of agriculture

The agricultural sector was by far the largest employer, with roughly 70 to 75 per cent of the working population dependent on it for a livelihood.

2. Small manufacturing and services sectors

  • The manufacturing (secondary) sector accounted for only about 10 per cent of the workforce.
  • The services (tertiary) sector accounted for about 15 to 20 per cent.

3. Unchanging structure

This lopsided pattern showed little or no change during colonial rule — a sign of stagnation, because a developing economy normally sees workers shift from agriculture to industry and services.
