The internal resistance of a car (lead-acid) battery increases at low temperature, reducing the current it can deliver to the starter motor.

A car is started using the current supplied by its lead-acid battery to the starter motor. The current the battery can deliver is governed by

I=ER+rI = \frac{E}{R + r}

where EE is the battery's emf, RR is the external (starter-motor) resistance, and rr is the battery's own internal resistance.

The internal resistance rr of the battery depends on the mobility of ions in its electrolyte (dilute sulphuric acid). At low (winter) temperature, the electrolyte becomes more viscous and ion mobility decreases, so the internal resistance rr increases. This reduces the current II delivered to the starter motor (and also the terminal voltage V=E−IrV = E - Ir drops more), making the motor turn sluggishly or not at all — the car is hard to start.
