EMF is a cause (drives current, measured even with no current flowing), while potential difference is an effect measured across a component/terminals when current flows; EMF ≥ terminal p.d. due to internal resistance drop.

Electromotive Force (EMF), ε\varepsilon: the work done by a source (cell/battery) in moving a unit positive charge completely around a closed circuit. It is measured across the terminals of the cell when no current is drawn (open circuit).

Potential Difference (V): the work done in moving a unit positive charge between two specific points in a circuit while current flows. It is measured across any part of the circuit (not necessarily the whole loop).
