A complaint is a written allegation by a consumer about a defect, deficiency, unfair practice, overcharging or hazardous goods, seeking relief.

Under the Act, a complaint means any allegation in writing made by a complainant (a consumer, a registered consumer association, the government, etc.) that:

  • an unfair trade practice or restrictive trade practice has been adopted by a trader/service provider;
  • the goods bought suffer from one or more defects;
  • the services hired/availed suffer from a deficiency;
