A 'complaint' = a written allegation by a consumer seeking relief for specified grievances under the Act.

Under the Consumer Protection Act, a complaint means any allegation in writing, made by a complainant with a view to obtaining relief from a Consumer Forum/Commission, in respect of one or more of the following:

  • that an unfair trade practice or restrictive trade practice has been adopted by a trader or service provider;
  • that the goods bought by, or agreed to be bought by, the complainant suffer from one or more defects;
  • that the services hired or availed of, or agreed to be hired/availed, suffer from deficiency in any respect;
  • that the trader or service provider has charged a price in excess of the price fixed by law, displayed on the goods/packaging, or agreed between the parties;
  • that goods or services which are hazardous or likely to be hazardous to life and safety are being offered for sale to the public. …
