Sectors of the Indian Economy
Economic activity in India is classified in two different, equally important ways: by the nature of the activity and by the ownership of the enterprise carrying it out.
Classification by nature of activity
| Sector | Main activities |
|---|---|
| Primary sector | Agriculture, animal husbandry, forestry, fishing, and mining/quarrying — activities that draw directly from nature. |
| Secondary sector | Manufacturing (registered and unregistered/small-scale industry), construction, and electricity, gas and water supply — activities that process raw materials into finished or semi-finished goods. |
| Tertiary sector | Trade, transport and storage, banking and finance, insurance, information technology and communication, real estate, education, health, tourism and public administration — activities that provide services rather than physical goods. |
A key fact this chapter tests directly is how the share of these sectors in output has changed compared with their share in employment. Approximately, according to recent government (Economic Survey) estimates around 2023-24, the tertiary sector alone now generates roughly half or a little more of India's total Gross Value Added (GVA), the secondary sector contributes roughly a quarter, and the primary sector contributes only around a sixth — even though the primary sector still employs the largest single share of India's workforce. This mismatch — agriculture employing a very large share of workers while contributing a much smaller share of output — is one of the clearest structural features of the Indian economy, and is a direct consequence of low productivity per worker in agriculture compared with industry and services.
Classification by ownership
| Sector | Meaning | Examples |
|---|---|---|
| Public sector | Enterprises owned and managed by the central or state government | Railways, defence production undertakings, nationalised banks; in Gujarat's own industrial landscape, enterprises such as GSPC, GNFC and GACL, and the central-government Koyali oil refinery near Vadodara |
| Private sector | Enterprises owned and managed by individuals or private companies | Large private conglomerates as well as Gujarat's extensive base of privately owned textile mills, chemical and petrochemical units, ceramics units, and diamond-processing units |
| Joint sector | Enterprises jointly owned by the government and private investors | Companies set up as government-private joint ventures for large capital-intensive projects |
