Public Sector and Private Sector in Industry
Modern industrial economies, including India's, run on a combination of publicly owned and privately owned enterprises, and understanding the distinction is central to this part of the GSHSEB Std 12 Economics syllabus.
Public sector refers to enterprises owned, managed, and controlled by the government — Central, State, or a combination of both — and run primarily to serve broader economic and social objectives rather than to maximise the profit of private owners. Examples include central public sector enterprises such as Oil and Natural Gas Corporation (ONGC) and GAIL (India) Limited, and Gujarat's own state-level enterprises such as Gujarat State Fertilizers & Chemicals Limited (GSFC), Gujarat State Petroleum Corporation (GSPC), and Gujarat Alkalies and Chemicals Limited (GACL). The objectives typically assigned to the public sector are: building infrastructure and basic/heavy industries that require very large capital outlays private investors are reluctant to commit; preventing the concentration of economic power in a few private hands; ensuring balanced regional development by locating plants in backward areas; generating employment; and securing industries considered strategically important (defence, atomic energy, railways) under state control.
Private sector refers to enterprises owned and managed by private individuals, families, or shareholders, and run with profit as the principal objective, subject to the laws and regulations of the state. Gujarat is home to some of India's largest private industrial groups — including large refining, petrochemical, and textile enterprises headquartered or with major plants in the state — alongside thousands of smaller private firms. The private sector is generally credited with greater efficiency, faster decision-making, and stronger incentives for innovation and cost control, since its survival depends directly on profitability.
