Green Revolution made India food self-sufficient (significant) but was crop-/region-/class-limited with ecological costs (not sufficient).

Why significant:

  1. Self-sufficiency in food grains: HYV seeds, fertilisers and irrigation raised the production and yield of wheat and rice dramatically, so India became self-sufficient in food grains and ended its dependence on imports.
  2. Buffer stocks and food security: surplus output allowed the government to build buffer stocks for the public distribution system and food security.
  3. Benefit to farmers and marketed surplus: incomes rose and a larger marketed surplus became available.

Why not sufficient:

  1. Limited crops: it mainly covered wheat and rice, leaving pulses, oilseeds and coarse grains largely untouched.
  2. Limited regions: its benefits were concentrated in well-irrigated states (Punjab, Haryana, western Uttar Pradesh), bypassing the dry/eastern regions and widening regional disparities. …
