Capillarity is the phenomenon by which a liquid rises (or is depressed) in a narrow tube (a capillary tube) when the tube is dipped into the liquid, as a result of the surface tension of the liquid and its angle of contact with the tube's material. Liquids that wet the tube (like water in glass) rise; liquids that don't wet the tube (like mercury in glass) are depressed.
