Colour arises from d-d transitions, which require BOTH a partially-filled d-subshell (electrons to excite) AND ligand-field splitting of the d orbitals into two energy levels (somewhere to excite them to).

When ligands surround a transition-metal ion, the electrostatic field of the ligands splits the five otherwise degenerate d orbitals into two sets of different energy (crystal field splitting, e.g. t2g and eg in an octahedral field). If the metal ion has partially filled d orbitals (a d1–d9 configuration), an electron in the lower-energy set can absorb a photon of visible light and be promoted to the higher-energy set — this is a d-d transition.
