Scarcity means resources are limited relative to wants; because resources cannot satisfy all wants simultaneously, society must choose which wants to fulfil and how to use its resources — scarcity and choice are therefore two sides of the same coin.

Explanation

Resources such as land, labour, capital and entrepreneurship are available in limited quantities, but human wants for goods and services are unlimited and keep growing. Because resources are scarce, a society cannot produce everything it wants, and it must make a choice about which goods to produce and in what quantities — this is the essence of the economic problem.

This choice is represented by the Production Possibility Frontier (PPF), which shows all possible combinations of two goods that an economy can produce using its given resources and technology, when resources are fully and efficiently utilised. Since the PPF is downward-sloping, producing more of one good means giving up some of the other — this 'opportunity cost' is the direct consequence of scarcity forcing a choice.

If resources were unlimited, there would be no need to choose, since every want could be satisfied. It is precisely because resources are scarce that an economy must constantly choose among alternative uses — which goods to produce, how much, and for whom.
