Scarcity forces choice because limited resources must be allocated among unlimited competing wants; this same scarcity-driven trade-off is what gives the Production Possibility Curve (PPC) its concave shape, reflecting an increasing opportunity cost (Marginal Rate of Transformation) as more of one good is produced.

Part 1 -- How scarcity and choice go together:

Economics arises because human wants are unlimited, but the resources (land, labour, capital, time) available to satisfy them are limited, i.e., scarce. Because every resource has alternative uses, using it for one purpose (say producing wheat) means giving up the opportunity to use it for another (say producing rice). This unavoidable act of selecting among competing alternatives, given limited means, is called 'choice.' Hence scarcity is the root cause and choice is the necessary response -- without scarcity there would be no need to choose, since everything desired could simply be produced in unlimited quantity.
