Molarity (mol per litre of solution) equals molality (mol per kg of solvent) only when 1 litre of the solution has a mass of exactly 1 kg — for pure water this happens at 277 K, its temperature of maximum density.

For a solution, Molarity M = (moles of solute)/(volume of solution in L), while Molality m = (moles of solute)/(mass of solvent in kg). For M and m to be numerically equal, 1 litre of the solution must weigh exactly 1 kg, i.e. the density of the solution (here, pure water) must be 1 g/mL.
