Kirchhoff's junction rule follows from conservation of charge; his loop rule follows from conservation of energy.

Kirchhoff's First Law (Junction Rule / Current Law): at any junction in an electrical circuit, the algebraic sum of the currents meeting at that junction is zero:

∑I=0\sum I=0

taking currents flowing into the junction as positive and currents flowing out as negative (or vice versa). This is a statement of conservation of electric charge — charge cannot accumulate at a junction, so whatever current flows in must flow out.

Kirchhoff's Second Law (Loop Rule / Voltage Law): the algebraic sum of the potential differences (including emfs and IRIR drops) around any closed loop in a circuit is zero:

∑ε=∑IR\sum \varepsilon=\sum IR …
