(a) Ne is a stable full shell, so gaining an electron needs energy (positive EGE). (b) F is small; crowding of its 2p electrons releases less energy than Cl. (c) Al3+ (13 protons) pulls its 10 electrons harder than F- (9 protons), so Al3+ is smaller.

(a) Neon has the stable, completely filled configuration 1s2 2s2 2p6. An added electron cannot enter the filled n=2 shell and must go to the higher-energy 3s orbital; energy has to be supplied, so the electron gain enthalpy is positive (endothermic).

(b) Electron gain enthalpy of F is lower (less negative) than that of Cl: fluorine is a very small atom, so the added electron enters a compact 2p subshell already crowded with electrons. The resulting strong electron-electron repulsion offsets much of the energy released, so less energy is liberated than for chlorine, whose 3p subshell is larger and less crowded.
