Inductive effect = permanent, distance-decaying shift of sigma electrons; electromeric effect = temporary complete shift of pi electrons under a reagent. The acidity order of chloroacetic acids is due to the -I (inductive) effect.

  • Inductive effect: When an electronegative atom/group is attached to a carbon chain, the sigma bonding electrons are displaced permanently toward it. This polarisation is passed on through successive sigma bonds but weakens quickly with distance. It is a permanent, partial displacement.
  • Electromeric effect: In presence of an attacking reagent, the pi electrons of a multiple bond are completely transferred to one of the two atoms, creating opposite charges. It is temporary (only while the reagent acts) and complete (whole pair moves). …
