The truth table (output 1 only for A=B=0) identifies a NOR gate; NAND is called the universal gate because every other basic gate can be built from NAND gates alone.

(A) Identifying the gate

A | B | Y: 0,0→1; 0,1→0; 1,0→0; 1,1→0. Output Y is HIGH only when both inputs are LOW, i.e. Y = NOT(A OR B) = A NOR B. This is the NOR gate.

(B) Logic symbol
